TOWN AND COUNTRY PLANNING (GENERAL DEVELOPMENT PROCEDURE) ORDER 1995 TWICKENHAM POOL SITE, THE EMBANKMENT, TWICKENHAM

I refer to our recent correspondence about applications 03/1141/FUL and 03/1142/CAC at Twickenham Riverside.

After very careful consideration of all the information before him, the First Secretary of State considers that the development proposals may raise issues which conflict with government guidance for Conservation Areas (PPG15 - Planning and the Historic Environment). He has therefore decided to call in the application for public inquiry and his own decision.

On the information so far available to the Secretary of State, the following are those matters which he particularly wishes to be informed about at the inquiry for the purposes of his consideration of the application:

i) Whether the proposed development would prejudice proposals for the redevelopment of the former Swimming Pool site as a whole

ii) The relationship of the proposal to government policy advice in PPG15 and in particular whether the proposal would preserve or enhance the character or appearance of the Conservation Area and whether demolition should be permitted in the absence of acceptable and detailed proposals for redevelopment of the site as a whole

iii) The relationship of the proposed development to policies in the UDP and the emerging UDP.

In pursuance of Article 14 of the 1995 Order, the Secretary of State has directed the Council not to grant planning permission for any development which is the same kind as that which is the subject of the planning application referred to above on any land which forms part of, or includes, the site to which the application relates until the Secretary of State has issued his decision on that application.

In pursuance of Section 15 of the Planning (Listed Buildings and Conservation Areas) Act 1990 the Secretary of State requires that he is notified of any future Conservation Area Consent applications relating to any land which forms part of our includes the site to which the application relates.
